SUMMARY

OF JUNE 8, 2017, TELECONFERENCE WITH ENTERGY OPERATIONS, INC. REGARDING PLANNED REQUEST FOR ALTERNATIVE REGARDING HIGH PRESSURE SAFETY INJECTION PUMP (CAC NO. MF9699)

On June 8, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRG) and representatives of Entergy Operations, Inc. (Entergy, the licensee). The meeting notice and agenda, dated May 25, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17158B250. For the meeting, the licensee provided a slide presentation, which is available at ADAMS Accession No. ML17158B150. A list of attendees is enclosed.

By letter dated July 6, 2016 (ADAMS Accession No. ML16182A270), the NRG authorized an alternative to performing a mid-cycle comprehensive pump test (CPT) on the high pressure safety injection (HPSI) pump AB at Waterford Steam Electric Station, Unit 3. The mid-cycle CPT was imposed when the HPSI pump AB displayed high vibrations during the CPT, which was conducted during the fall 2015 refueling outage. These high vibrations were attributed to the beginning stages of end of life for the pump.

The alternative was authorized until the completion of the spring 2017 refueling outage, during which time the licensee planned to refurbish and retest the pump. However, new components, which were needed to refurbish the pump, were defective when received, and the pump could not be refurbished as planned. Therefore, the licensee plans to submit a similar request for alternative to the next mid-cycle CPT, which is scheduled for February 2018.

During the meeting, the NRG staff and the licensee discussed the main features of the HPSI pump. The licensee also presented the most recent CPT vibration test data, differential pressure surveillance data, flow surveillance data, and Group A test data. The licensee stated that this data would be included in the planned request for alternative, and that this data will demonstrate that the pump has has shown no trend of performance degradation and is therefore, capable of performing its function throughout its mission time, which would then justify not performing a mid-cycle CPT in February 2018.

During and after the presentation, the NRG staff and licensee discussed specific features of the presentation and the proposed request for alternative, including the HPSI pump's rating for 405 gallons per minute and its recirculation rate of 30 gallons per minute. The NRG staff also discussed the indicators that the pump was exhibiting characteristics of end of life and the licensee's efforts to preserve pump performance during the end-of-life stage.

During the review of the prior request for alternative, the NRC staff had issued a request for additional information (RAI) dated April 26, 2016 (ADAMS Accession No. ML16117A045).

During the June 8, 2017, public teleconference, the NRC staff stated that information, which answers these same RAI questions, should be included in the planned request for alternative.

The licensee stated that they intend to include this information in the application. The licensee proposes to submit the request for alternative in late June 2017.

No regulatory decisions were reached at this meeting. No member of the public called in to listen or provide comments to the NRC staff after the business portion of the meeting and, thus, no Public Meeting Feedback forms were received.
