DISCUSSION TOPICS FOR MARCH 19, 2020 FOURTH PARTIALLY CLOSED PUBLIC MEETING REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO INSTALL A DIGITAL MODIFICATION TO CPC AND CEAC SYSTEMS ENTERGY OPERATIONS, INC.

WATERFORD STEAM ELECTRIC STATION, UNIT 3

1. Update on the Project Milestones.
2. Proposed Technical Specification changes:
a. Surveillance revisions: Crediting self-diagnostics to eliminate COTs. Description of the periodic verification of the self-diagnostics performance, and commitments to perform this periodic verification.
b. Other TS changes not identified in the previous pre-application meetings.
3. Failure Modes and Effects Analysis (FMEA)/ Failure Modes, Effects and Diagnostic Analysis (FMEDA) -

Clarify the differences between these 2 documents, which ones will be submitted in the LAR, and how the LAR relies on them.

4. Vendor Oversight Plan (VOP) - Description of how the VOP addresses the key areas of software development activities. The staff review of the VOP Summary, and audit of the VOP, would likely be focused on establishing confidence that the licensee is sufficiently addressing the key areas of software development in their on-going and future oversight of software development, implementation, integration and testing of the system. For reference, the staff identified in a past Inspection Workshop during ISG-06 development, the key review elements in sections B.3.2 and B.3.3. of Branch Technical Position BTP 7-14 that could be our licensing review/inspection focus areas. See the meeting summary and attachment from the November 15, 2018, Inspection Workshop (ADAMS Accession Nos.

ML19086A059, ML19087A230, respectively).

5. Licensee & vendor implementation and testing activities during NRC review and post-approval: For pilot planning of potential audit or inspections, the staff would like to understand the planned completion dates for the following test procedure and reports:
a. Implementation Test Procedures and Reports (e.g. integration, system level),
b. Factory Acceptance Test (FAT) Procedure and Report,
c. and Site Acceptance Test (SAT) Procedure.
6. Other follow-up questions:
a. Slide 40 from 1/16/20 meeting states that the Equipment Qualification Summary Report covers components at the architecture level. Clarify what is meant by the architecture level.
b. Slide 44 from 1/16/20 meeting states last topical report approval: Clarify which revision of the Common Q topical report is being referred to as the last topical report approval.
c. ISG-06 Section C.3.1 Pre-application checklist.
i. Item f. identify the Final Safety Analysis Report (FSAR) changes necessary to reflect the system replacement ii. Item h. (if applicable) describe which documents are considered living documents and their estimated update schedule
