SEDA-COG i s the Areawi de A-95 Clearinghouse for a ten-county region in Central Pennsyl vani a.Acting in i ts rol e of A-95 Cl eari nghouse, the staff of SEDA-COG has reviewed the Draft Environmental Statement related to operation of the Susquehanna Steam Electric Station (SSES), Units 1 and 2 (Docket No'~50-387 and 50-388).SEDA-COG'interest is rel ated to the proximity of the SSES to our region, and the potenti al impact of the SSES in the region.It is our contention that one ma jor omi ssion needs to be addressed in the environmental statement.

According to the new regulations of the Counc i 1 of Environmental gual i ty: "(c)Agencies: (1)Shall prepare suppl ement to ei ther draft or final environmental statement i f (i i)There are si gni f icant new circumstances or information relevant to environmental concerns and bearing-'n the proposed action and i ts impact.(43 Federal Register 55978, 1 502.9 (c))N The acc ident at the Three Mile Island nuc 1 ear fac i 1 i ty cer ta inly qualifies as a si gni ficant new circumstance, We bel i eve it is imperative, therefore, that the environmental statement incl ude an analysis of the natural and human environmental impacts associated with the TMI accident as a basis for eval uating potenti al impacts at the SSES, should an accident ever pW o Sl 0 1 60~9-+SERVING CENTRE(CLINTON COLUMBIA JUNIATA LYCOMING MIFFLIN, MONTOUR NORTHUMBERLAND.
