Dear Mr. Muller:
This letter is to request an extension of the comment period on the Draft Environmental Statement, related to the operation of Susquehanna Steam Electric Station, Units 1 and 2, Pennsylvania Power and Light Company, Allegheny Electric Cooperative, Inc. (Docket No's.
50-387 and 50-388) pub-lished June, 1979.
The comment period is presently scheduled to end on August 21, 1979.
SEDA-Council of Governments is a sub-state regional planning and develop-ment agency serving eleven counties in central Pennsylvania.
We are also an A-95 clearinghouse and in that capacity should have received the Draft Environmental Statement in a timely manner.
- Instead, we had to learn of its existence and request copies for review.
We are presently awaiting the arrival of 10 copies of the Environmental Statement requested in a phone conversation with Mr. Paul Leech of your agency.
The initial delay in receiving the Draft Environmental Statement has placed us in a difficult position regard-ing the preparation and transmittal of comments.
The SEDA-COG Board of Directors does not meet in August and will not meet until September 26, 1979.
In addition, we have forwarded a copy initially received via phone requests to the Central Pennsylvania Health Systems
- Agency, 900 Market Street, Lewisburg, Pa.
The CPHSA is the regional health planning organization.
I have been in-formed by the CPHSA that they will be unable to officially respond to the Draft Environmental Statement until it has been reviewed by their Environmental and Occupational Health Sub-comittee, which will not meet until September 18, 1979, and the following Board meeting on October 10, 1979.
In order to adequately distribute the document to other interested parties, receive replies, conduct our staff review, and present findings to the SEDA-COG Board of Directors, an extension of the comment period, until October 21, 1979, is requested.
Both SEDA-COG and CPHSA also wish to be included among agencies who are requested to comment on additional matters pertaining to the licensing of the Susquehanna Steam Electric Plant.
