RAI for Turkey Point 4 RFO29 SGTIR Review - MF8523Hi Mitch, By letter dated October 18, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16298A391), and in accordance with Technical Specification (TS) 6.8.4.j, "Steam Generator Program," and TS 6.9.1.8, "Steam Generator Tube Inspection Report," Florida Power & Light Company (the licensee) submitted information summarizing the results of the Spring 2016 steam generator (SG) tube inspections performed at Turkey Point Nuclear Generating Unit No. 4. The licensee performed these inspections during Refueling Outage 29.

The U.S. Nuclear Regulatory Commission Staff reviewed the submittal and identified areas where it needs additional information and clarification to complete its review for determining if the licensee provided the information required by its TSs and if there are any technical issues that warrant follow-up actions. The Request for Additional Information (RAI) is provided below. As discussed with Ms. Olga Hanek of the licensee's staff on February 8, 2017, the staff requests the licensee to respond to the RAI on or by March 17, 2017. RAI-1  Beginning on page 11 of 14 of the report, the licensee discusses a 77 percent through-wall foreign object wear indication reported during RFO 29 (2016) in SG B in a tube at row 17, column 71 (R17C71) at the 01H tube support structure. The staff notes that wear was detected in a tube close to this location in 2012. Given that there was no detected degradation or possible loose part indication in R17C71 in 2012, and the wear indication was sized at 77 percent through-wall in 2016, the staff requests the licensee to discuss the operational assessment performed to justify operation until the next planned inspection in 2019.
