CHANGE IN ESTIMATED REVIEW SCHEDULE FOR NEXTERA COMMON EMERGENCY PLAN AMENDMENT (EPID: L-2022-LLA-0146)

By letter dated October 4, 2022 (ADAMS Accession No. ML22278A031), as supplemented by letters dated December 9, 2022, August 7, 2023, November 28, 2023, and May 6, 2024 (ML22343A254, ML23219A102, ML23332A005, and ML24127A063, respectively), Florida Power & Light Company, NextEra Point Beach, LLC, and NextEra Energy Seabrook, LLC (collectively, the licensee) submitted a license amendment request (LAR) for Point Beach Nuclear Plant, Units 1 and 2; Seabrook Station, Unit No. 1; St. Lucie Plant, Unit Nos. 1 and 2; and Turkey Point Nuclear Generating Unit Nos. 3 and 4. The proposed LAR would change each sites emergency plan by creating a new fleet common emergency plan with site-specific annexes. On December 22, 2022 (ML22339A001) the NRC staff notified you that your request had been accepted for review, and the NRC staff estimated it would complete the review by December 22, 2023, and require 920 hours0.0106 days <br />0.256 hours <br />0.00152 weeks <br />3.5006e-4 months <br />. Prior to the submittal of the November 28, 2023, supplement, during routine interactions between myself and the licensing point of contact for the licensee, Mr. Jerry Phillabaum, I informed him of the delay in the schedule to complete the review of the LAR, but without the supplemental information, a new date could not be communicated. A public meeting was held on March 19, 2024, to discuss NRCs staffs remaining concerns with the application. Based on the March 19, 2024, meeting, the licensee submitted its latest supplement on May 6, 2024.

Based on your latest submittal, the purpose of this email is to officially inform you of the new estimated completion date due to the substantial issues identified in the application and the additional time required by the NRC staff to review the new information provided attempting to resolve these issues. The NRC staff now expects to complete its review by December 13, 2024. This estimate could change due to several factors such as requests for additional information and an unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The change in the estimated completion date was discussed with and approved by the Director for the Division of Operating Reactor Licensing.
