The LAR proposes to revise the Turkey Point licensing basis by incorporating advanced fuel features (e.g., AXIOM cladding, ADOPT' fuel pellets, and a PRIME' fuel skeleton), extending Technical Specification (TS) surveillance intervals, modifying TS Allowable Values (AVs) and a Trip Setpoint, and conforming changes to the Updated Final Safety Analysis Report to facilitate a transition to 24-month fuel cycles.

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has identified areas where additional information is needed to complete its review. Attached are the NRC staffs request for additional information (RAIs) from the Containment Plant Systems Branch (SCPB).

As discussed, response to the attached RAIs is requested no later than 30 business days from todays date.

The NRC staff considers that timely responses to RAIs help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. If circumstances result in the need to revise the requested response date, please contact me.

REQUEST FOR ADDITIONAL INFORMATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO CHANGE SURVEILLANCE INTERVALS TO ACCOMMODATE 24-MONTH FUEL CYCLE EPID L-2023-LLA-0161 INTRODUCTION By letter dated November 15, 2023 (ADAMS Accession No. ML23320A027), in accordance with 10 CFR 50.90, Florida Power and Light (the licensee) submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) for changes to the Turkey Point Nuclear Generating Station, Units 3 and 4 (Turkey Point), technical specifications (TS). The proposed license amendment would, in part, extended TS Surveillance Requirement (SR) intervals, modify TS Allowable Values (AVs) and a Trip Setpoint, and conform changes to the Updated Final Safety Analysis Report (UFSAR) to facilitate a transition to 24-month fuel cycles.

In its LAR, the licensee referenced a recent Safety Evaluation (ADAMS Accession No. ML20358A155) approving a similar LAR extending TS SR intervals at the Fermi 2 Power Plant.

After reviewing the LAR, the Containment Plant Systems Branch (SCPB) staff requests a response to the following request for additional information (RAI):

SCPB-RAI 1 Regulatory Basis:

Regulations in Title 10 of the Code of Federal Regulations (10 CFR), Section 50.36(c)(5), Administrative controls, states:

Administrative controls are the provisions relating to organization and management, procedures, recordkeeping, review and audit, and reporting necessary to assure operation of the facility in a safe manner. Each licensee shall submit any reports to the Commission pursuant to approved technical specifications as specified in § 50.4.

RAI:

Currently, within TS section 5.5.15, Surveillance Frequency Control Program, TS 5.5.15b states:

Changes to the Frequencies listed in the Surveillance Frequency Control Program shall made in accordance with NEI 04-10, Risk-Informed Method for Control of Surveillance Frequencies, Revision 1.

The LAR submitted by the licensee proposes to extend SR Frequencies from 18 months to 24 months for numerous SRs in support of an extended fuel cycle. However, the justification cited by the licensee in its proposal is Generic Letter 91-04, Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle, April 2, 1991, (ADAMS Accession No. ML031140501), and not NEI 04-10 as required by current TS 5.5.15.

Justify the accuracy of current TS 5.5.15b given that the proposed changes in the LAR are being supported by a guidance document not currently listed in the SFCP TS.
