Notification of NRCs issuance of the final EIS for Turkey Point subsequent license renewal

Dear Southeast Regional Office:

The purpose of this email is to notify you that the U.S. Nuclear Regulatory Commission (NRC) has issued a final site-specific environmental impact statement (FEIS) for subsequent license renewal (SLR) of Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The FEIS is available online at: ML24087A061. The FEIS supplements the NRCs 2019 final supplemental envir onmental impact statement (FSEIS), which is available online at: ML19290H346.

Notably, since the NRC issued the draft EIS ( ML23242A216) in September 2023, the National Marine Fisheries Service (NMFS) published a final rule designating critical habitat for the Nassau grouper (Epinephelus striatus) (89 FR 126). Florida Unit 1 of the critical habitat for the Nassau grouper encompasses Biscayne Bay, Card Sound, and waters off the coast of Key Largo. Because the Turkey Point site lies adjacent to Biscayne Bay and Card Sound, the NRC staff evaluated whether continued operation of Turkey Point during the SLR term may affect this critical habitat. The staffs evaluation appears in Section 2.11 of the FEIS. In its evaluation, the staff concluded that Turkey Point SLR would have no effect on designated critical habitat of the Nassau grouper. The NRC staff understands that the ESA does not require Federal agencies to consult with the Services on listed species or designated critical habitats for which the action agency determines that the proposed action will have no effect. Nonetheless, the NRC staff want to make you aware of its determination.
