EVENTDESCRIPTION OnJuly15,1991,twoLeastTerns,anendangered species,werefoundinoneofthesite'sevaporation/percolation ponds(commonly calledthestormwaterbasins).Thebirdsfeatherswerefoundtobepartially coatedwithoil.Theoilonthebirdswasapparently fromthebasinswatersurfaceandwasbelievedtohaveoriginated fromaturbinelubeoilsumpintheplantpowerblock(theamountofoilin,thewaterbasinwasdetermined tobelessthan25gallons).
Nounusualplantoperating conditions werenotedatthetimethebirdswerefoundorjustpriortotheevent.Thebirdswererecovered fromthebasinandtransported totheTreasureCoastAudubonWildlifeHospitalinHobeSound,Florida.Hospitalofficials subsequently reportedtoFloridaPowerandLightCompanyonJuly17,1991thatthebirdshaddied.Theremovalofthebirdsfromthebasinandtheirsubsequent deathswasreportedtotheU.S.FishandWildlifeService(FWS)andtheFloridaGameandFreshwater FishCommission (GFC)asrequiredbytheSpecialPurposeandCarcassSalvagePermits,respectively.
Additionally, plantpersonnel reportedtheeventtotheNRCasrequiredby10CFR50.72b.2.vi.Theonlyimmediate agencyresponsewasfromtheFWSrepresentative whorequested thattheLeastTerncarcasses beburied'or incinerated.
TheTreasureCoastWildlifeHospitalindicated thatthebirdswouldbeincinerated.
Theplantisevaluating thefeasibility ofinstalling anoily/water separator ontheturbinelubeoilsumpinanefforttodetermine ifalloilcanbeprecluded fromreachingthestormbasinsinthefuture.
