By letter dated May 25, 2017 (Agencywide Docum ents Access and Management System Accession No. ML17145A321), Entergy Operations, Inc. (the licensee), requested an alternative to the inspection program for the fourth ten year in-service inspection (ISI) interval for Grand Gulf Nuclear Station (GGNS). The proposed relief request alternative is related to the required examinations on the nozzle-to-vessel welds and nozzle inner radius sections using American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME
 
Code) Case N-702, "Alternative Requirements for the Boiling Water Reactor (BWR) Nozzle Inner Radius and Nozzle-to-Shell Welds, Section, XI, Division 1."
In the May 25, 2017, submittal, the licensee stated that the subject nozzles' inside radius sections will be inspected during the fourth ISI interval using either visual testing (VT-1) or ultrasonic testing (UT) technique. The requirements for VT-1 examinations on the nozzle inner radius are addressed in ASME Code Case N-648-1, "Alternative Requirements for Inner Radius Examinations of Class 1 Reactor Vessel Nozzles, Section XI, Division 1."  The staff's conditional approval of this Code Case is addressed in Revision 17 of Regulatory Guides 1.147, "In-service Inspection Code Case Applicability, ASME Section XI, Division 1."  The staff's condition is:  "In lieu of a UT examination, licensees may perform a VT-1 examination in accordance with the code of record for the ISI Program utilizing the allowable flaw length criteria of Table IWB-3512-1 with limiting assumptions on the flaw aspect ratio."  For all past approved ASME Code Case N-702 applications, the licensees proposed either UT or VT-1 based on ASME Code Case N-648-1.
In May 25, 2017, submittal, however, the licensee did not invoke ASME Code Case N-648-1 for the fourth ISI interval at GGNS. In this context, the NRC staff r equests that the licensee respond to the following RAI:
RAI-1    If the licensee chooses to implement VT-1 in lieu of UT, please confirm that all the requirements addressed in ASME Code Case N-648-1 and the NRC staff's condition associated with this Code Case is met for the fourth ISI interval at GGNS.
