By letter dated March 15, 2017, (Agencywide Documents Access and Management System (ADAMS),

Accession No. ML17074A625), Entergy Operations, Inc. (the licensee), submitted a relief request (RR) GG-ISI-020 proposing an alternative to use Boiling Water Reactor Vessel Internals Project (BWRVIP) guidelines in lieu of specific American Society of Mechanical Engineers, Boiler and Pressure Vessel Code (ASME Code) requirements related to the inspection of various systems and components for the fourth 10-year inservice inspection (ISI) Program at the Grand Gulf Nuclear Station (GGNS). Specifically, pursuant to Section 50.55a(z)(1) of Title 10 of the Code of Federal Regulations (10 CFR), the licensee requested approval to implement alternative BWRVIP Guidelines in lieu of ASME Code Section XI Table IWB-2500-1 Examination Category B-N-1 and B-N-2 requirements. The licensees proposed alternative applies to the fourth ISI interval, which started June 2, 2017, and which will end June 1, 2027.

In order for the U.S. Nuclear Regulatory Commission (NRC) staff to determine if the proposed alternative may be authorized pursuant to 10 CFR 50.55a(z)(1), the staff requests the licensee provide the following additional information. We transmitted the draft requests for additional information (RAIs) to you by e-mail on September 7, 2017, and you replied on September 14, 2017, that no clarification call is required. Please note the following official RAIs, and provide your response within 30 days from the date of this e-mail as mutually agreed. Your timely response will allow the NRC staff to complete its review on schedule.

RAI-1 , Grand Gulf Reactor Vessel Internal Inspection History of the proposed alternative request by letter dated March 15, 2017, documents the finding of indications on the steam dryer seismic support blocks. However, the proposed alternative request does not discuss how these indications were dispositioned or if they were repaired. Therefore, the NRC staff requests that the licensee discuss how these indications were repaired or dispositioned.

RAI-2 of the proposed alternative request documents the finding of four indications with characteristics associated with intergranular stress-corrosion cracking/irradiation-assisted stress-corrosion cracking

[IGSCC/IASCC] during inspections of the core shroud welds H3 and H4. However, the proposed alternative request does not discuss how these indications were dispositioned or if they were repaired. Therefore, the NRC staff requests that the licensee discuss how these indications were repaired or dispositioned.

Austenitic Stainless Steel or Inconel 182 Material of the proposed alternative request states that since shroud support welds H8 and H9 are structurally adequate, inspection of shroud support leg (weld H12) is not required. However, regardless of the structural adequacy of shroud support welds H8 and H9, the ASME Code requires inspection of accessible B-N-2 welds, and the proposed alternative does not address whether weld H12 is considered an accessible B-N-2 weld. The NRC also notes that the final safety evaluation of BWR Vessel and Internals Project, BWR Shroud Support Inspection and Flaw Evaluation Guidelines (BWRVIP-38) (ADAMS Accession No. ML003735498), requires the inspection of welds in the lower plenum 1

(including weld H12) when inspection tooling and methodologies are developed to allow the welds in the lower plenum to be accessible. Therefore, the NRC staff requests that the licensee discuss the following:

a) Any operating history that discovered unacceptable indications for weld H12 at GGNS.

b) A discussion on whether the licensee considers weld H12 to be a B-N-2 weld.

c) A discussion of the accessibility of weld H12 at GGNS.
