I contacted you by email on February 13, 2019 to introduce myself as the Petition Manager, and to describe some of the early steps in the petition process. As a status update, internal petition review board (PRB) discussions have begun as PRB members continue to review your petition.

When your petition was submitted on January 23, 2019, the 2000 version of Management Directive (MD) 8.11, Review Process for 10 CFR2.206 Petitions was current. A revised MD 8.11 was issued on March 1, 2019. Besides being a better organized MD overall, procedurally the revised MD includes a more effective interaction between the PRB and petitioner prior to the PRB decision on whether or not to accept a petition for further review.

I am requesting if you have any objection in case the PRB likes to follow the procedure in the revised MD 8.11 as your petition is evaluated. Please advise

10 CFR 2.206 Petition Involving Grand Gulf Nuclear Station - Acknowledgement Email (OEDO-19-00053)

I have been assigned as the Petition Manager for your 10 CFR 2.206 petition dated January 23, 2019, in which you submitted your concerns regarding Entergys Grand Gulf Nuclear Station Operations in Mississippi.

Section 2.206 of Title 10 of the Code of Federal Regulations describes the petition process

- the primary mechanism for the public to request enforcement action by the NRC in a public process. This process permits anyone to petition NRC to take enforcement-type action related to NRC licensees or licensed activities. Depending on the results of its evaluation, the NRC could modify, suspend or revoke an NRC-issued license or take any other appropriate enforcement action to resolve a problem. The NRC staffs guidance for the disposition of 2.206 petition requests is in Management Directive 8.11, which is publicly available through a link at https://www.nrc.gov/about-nrc/regulatory/enforcement/petition.html or under Agencywide Documents Access Management System (ADAMS) Accession No. ML041770328. The 2.206 process is separate from the allegations process, which affords individuals who raise safety concerns a degree of protection of their identity. In the 2.206 process, all of the information in your letter will be made public, including your identity.

Under MD 8.11, you have the opportunity to address the Petition Review Board, either in person at NRC headquarters in Rockville, MD, or by telephone conference before it meets to discuss your petition. I would appreciate if you could advise me by March 15, 2019, if you would like to address the Petition Review Board. If you would like to meet in person, I will need to schedule a formal public meeting at the NRC Headquarters. If you would prefer to address the Petition Review Board via phone, I will also work with you to coordinate a date/time during the upcoming weeks.

It is noted that the petition did not provide email and/or telephone number contact

information other than a post office box address. Therefore, please advise your preferred contact information such as private email and telephone number for all the communications. Otherwise, I will be using your business email and telephone number for the communication purpose.
