  • Additional review of BWRVIP-48, R1 for the core spray attachments, which was not taken into account in the original estimation.
  • Additional review related to hydrogen water chemistry.
  • Additional peer review for the above.

By letter dated June 8, 2020 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20160A032), Entergy Operations, Inc. (Entergy) submitted a relief request (RR) requesting a revision to U.S. Nuclear Regulatory Commission (NRC) Safety Evaluations (SEs) for Grand Gulf Nuclear Station, Unit 1 (Grand Gulf) RR GG-ISI-020 (ADAMS Accession No. ML18003B126) and River Bend Station, Unit 1 (River Bend) RR RBS-ISI-019 (ADAMS Accession No. ML18310A013) concerning the use of the Boiling Water Reactor Vessel and Internals Project (BWRVIP) Guidelines in lieu of specific American Society of Mechanical Engineers (ASME) Code requirements on Reactor Pressure Vessel internals and components inspection.

Since the issuance of RR GG-ISI-020 and RR RBS-ISI-019 NRC SEs, the BWRVIP has issued revisions to various BWRVIP Guidelines. Specifically, BWRVIP-18, Revision 2-A, "BWR [Boiling Water Reactor] Vessel and Internals Project BWR Core Spray Internals Inspection and Flaw Evaluation Guidelines" (NRC Approval Letter and SE ADAMS Accession No. ML16011A), BWRVIP-41, Revision 4-A, "BWR Vessel and Internals Project BWR Jet Pump Assembly Inspection and Flaw Evaluation Guidelines" (NRC Approval Letter and SE ADAMS Accession No. ML18130A024), and BWRVIP-48, Revision 1, "BWR Vessel and Internals Project BWR Vessel ID [Inside Diameter] Attachment Weld Inspection and Flaw Evaluation

Guidelines" have been issued and approved. These revisions have been either approved by the NRC or evaluated in accordance with Nuclear Energy Institute 03-08, "Guideline for the Management of Materials Issues," Revision 3, Appendix C, "Document Screening" (ADAMS Accession No. ML19079A253).

Entergy is requesting the previously approved NRC SEs for Grand Gulf RR GG-ISI-020 and River Bend RR RBS-ISI-019 be revised to include these updated BWRVIP Guideline revisions.

The purpose of this e-mail is to provide the results of the NRC staffs acceptance review for the RR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed RR in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 110 167 hours0.00193 days <br />0.0464 hours <br />2.761243e-4 weeks <br />6.35435e-5 months <br /> to complete. The NRC staff expects to complete this review by July 9, 2021, or earlier. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, or unanticipated addition of scope to the review.
