.Thebasisforspecificationofatotalleakageof0.60Lafrompenetrationsandisolationboundariesisthatonlyaportionoftheallowableintegratedleakagerateshouldbefromthosesourcesinordertoprovideassurancethattheintegratedleakageratewouldremainwithinthespecifiedlimitsduringtheintervalsbetweenintegratedleakageratetests.Becausemostleakageduringanintegratedleakratetestoccursthoughpenetrationsandisolationvalves,andbecauseformostpenetrationsandisolationvalvesasmallerleakageratewouldresultfromanintegratedleaktestthanfromalocaltest,adequateassuranceofmaintainingtheintegratedleakageratewithinthespecifiedlimitsisprovided.ThelimitingleakageratesfromtheRecirculationHeatRemovalSystemsarejudgementvaluesbasedprimarilyonassuringthatthecomponentscouldoperatewithoutmechanicalfailureforaperiodontheorderof200daysafteradesignbasisaccident.Thetest4.4-14Proposed d4 Thepre-stressconfirmationtestprovidesadirectmeasureoftheload-carryingcapabilityofthetendon.Ifthesurveillanceprogramindicatesbyextensivewirebreakageortendonstressrelationthatthepre-stressingtendonsarenotbehavingasexpected,thesituationwillbeevaluatedimmediately.Thespecifiedacceptancecriteriaaresuchastoalertattentiontothesituationwellbeforethetendonload-carryingcapabilitywoulddeterioratetoapointthatfailureduringadesignbasisaccidentmightbepossible.Thusthecauseoftheincipientdeteriorationcouldbeevaluatedandcorrectiveactionstudiedwithoutneedtoshutdownthereactor.Thecontainment,isprovidedwithtworeadilyremovabletendonsthatmightbeusefultosuchastudy.Inaddition,thereare40tendons,eachcontainingaremovablewirewhichwillbeusedtomonitorforpossiblecorrosioneffects.Operabilityofthecontainmentisolationboundariesensuresthatthecontainmentatmospherewillbeisolatedfromtheoutsideenvironmentintheeventofareleaseofradioactivematerialtothecontainmentatmosphereorpressurizationofthecontainment.PerformanceofcyclingtestsandverificationofisolationtimesassociatedwithautomaticcontainmentisolationvalvesiscoveredbythePumpandValveTestProgram.CompliancewithAppendixJto10CFR50isaddressedunderlocalleaktestingrequirements.

ATTACHMENTC10CFR50AppendixJReliefRequests AttachmentCPage1of4Insupportofpreparingthisamendmentrequest,RGGEhasperformedanextensivereviewofthecontainmentisolationvalves(CIVs)andboundaries(CIBs)forGinnaStation.Includedwiththisreviewwasanassessmentofthetestproceduresthatareusedfor10CFR50,AppendixJtesting.TheseprocedureswerereplacedintheirentiretywiththenewproceduresbeingusedfornecessaryAppendixJtestingduringtherecent1992refuelingoutage.However,asaresultofpreparingandusingthesenewtestprocedures,RGEEdeterminedthatreliefisnecessaryfromcertainprovisionsofAppendixJforseveralcontainmentisolationvalvesandboundaries.Thesereliefrequestsaredirectlyrelatedtothisapplicationforamendmentsincereliefisnecessaryin'rder.toeliminatetheneedforpotentialstationmodificationsandrevisionoftheisolationvalvesandboundariescurrentlyidentifiedonUFSARTable6.2-15.Thereliefrequests,andtheirbasis,areprovidedbelow.Ifgranted,theserequestswillbeaddedtothe1990-1999InservicePumpandValveTestProgramforGinnaStationasnecessary.(1)Penetrations105and109containtheContainmentSprayinjectionlinestotheringheaders.Bothpenetrationshavetestanddrainlineslocatedoutsidecontainmentthatarenotusedfor10CFR50AppendixJtesting.These3/4inchlineshavethenecessarycontainmentisolationvalvesandboundaries;however,thesecomponentscannotbeleaktestedsincetherearenoavailabletestconnections.TheContainmentSpraylinesarenormallyfilledwithwatertoalevelatleast45feetabovethetestanddrainlinesinordertofacilitatefasterresponseofthesystemduringanaccident.RGGEhasperformedananalysisofthislineandconcludedthatthewaterwouldnotboiloffduringaLOCA.Sincethetestanddrainlinesareconstantlyexposedtothisheadofwaterduringpoweroperations,anyleakagewouldbenoticedeitherbynormaloperatorwalkdowns(i.e.,indicationofwateronvalveorfloor),orduringmonthlytestsofthecontainmentspraypumpswhichrequireconfirmationoftheheadofwater.Consequently,averifiablewaterbarrierbetweenthecontainmentatmosphereandthevalveswillalwaysbeinplacesuchthatleaktestingwithairshouldnotberequired.RGGEestimatesthatitwouldcostapproximately$40,000toinstallthenecessarytestconnectionsfortheselines.Assuch,RGGEproposestofilltheContainmentSprayinjectionlinesusingtheRWSTeachrefuelingoutagetoaminimumlevelof66.9feet(or29psig).Thisisthemaximumheightofwaterthatcanbeusedwithoutcreatingthepotentialforfloodingthecontainmentcharcoalfilterunits.Eachtestanddrainlinecontainmentisolationvalveorboundarywouldthenbeevaluatedforany,observedleakageeitherthroughvisualinspectionortheuseoflocalpressureindication.RG6EbelievesthatthistestmeetstheunderlyingpurposeofAppendixJwithoutcreatingunduehardships'nthelicensee.

tea AttachmentCPago2of4II(2)(3)(4)AOV959forpenetration111providesacontainmentisolationboundarybyisolatingthenon-closedportionoftheResidualHeatRemoval(RHR)system.Basedon10CFR50,AppendixJ,AOV959wouldberequiredtobeleaktestedonceeveryrefuelingoutagesinceit,isanautomaticcontainmentisolationvalve.However,leaktestingofthisvalvecannot,beaccomplishedsincetherearenoavailabletestconnections.AOV959isnormallyclosed'atpowerwithitsfusesremovedandaboundarycontroltaginplace.Followinganaccident,,thevalveiscontinuouslypressurizedabovethepeakcontainmentaccidentpressurebytheheadoftheRHRpumpsactinginthesafetyinjectionmode.Thispressureheadisavailablethroughoutthepostaccidentperiodregardlessofanysingleactivefailure.Consequently,AOV959shouldnotrequiretestingsinceitdoesnotperformacontainmentisolationfunctionasdefinedby10CFR50,AppendixJ,SectionII.B.Themanualvalvedownstreamof959(957)isalsomaintainedclosedatpowerinordertoprovideadditionalredundancy.ItshouldbenotedthatthispositionwasacceptedbytheNRCforMOVs720and721whicharealsoCIVsforpenetration111(seeletterfromD.M.Crutchfield,NRC,toJ.E.Maier,RG&E,subject:CompletionofAppendixJReview,datedMay6,1981).Penetrations130and131containtheComponentCoolingWater(CCW)returnandsupplylinesrespectively,fortheReactorSupportCoolers.Thesepenetrationstakecreditforaclosedsysteminsidecontainment(CLIC)andtwoMOVs(813and814)asthecontainmentisolationboundaries.ThetwoMOVsarecurrentlytestedwithairinaccordancewith10CFR50,AppendixJ;however,RG&Eproposestotestthesevalveswithwater.TheCCWsystemprovidesa30daywatersealforthetwoMOVSsincethesystemisrequiredtosupporttheResidualHeatRemovalCoolerspost-LOCA.TheonlytimethatCCWwouldnotbeoperatingduringthis30dayperiodisfortheinjectionphaseoftheaccident.However,afailureoftheCLICdoesnotneedtobeassumeduntil24hoursfollowingtheaccidentsinceitisapassivecomponent.Atthistime,therecirculationphasewouldbeinitiatedandtheCCWsystemoperating.Penetration140containstheResidualHeatRemoval(RHR)suctionlinefromHotLegA.ThetwomaincontainmentisolationbarriersforthispenetrationareMOV701andaclosedsystemoutsidecontainment(CLOC).MOV701doesnotrequire10CFR50,AppendixJtestingforthesamereasonasMOVs720and721(seet2above).Instead,MOV701ishydrostaticallytestedeveryrefuelingoutage.ThedrainandventlinesusedinsupportofthistestarelocatedbetweenMOV701andcontainment;consequently,theyarerequiredtohavecontainmentisolationvalvesandbetestedinaccordancewithAppendixJ.RG&Eestimatesthatit,wouldcostapproximately$100,000toaddthenecessarytestconnectionsfortheselines.Inaddition,therearesignificantALARAconcernswithrespecttomodifyingthispiping.Therefore,RG&ErequeststhatrelieffromAppendixJbegrantedfortheisolationvalvesontheselinesconsistentwithMOV701.
