UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 August 15, 2016 PSEG Nuclear LLC Hope Creek Generating Station SUMMARY OF JUNE 21, 2016, TELECONFERENCE WITH PSEG NUCLEAR LLC ON THE UPGRADE OF HOPE CREEK GENERATING STATION'S POWER RANGE NEUTRON MONITORING SYSTEM TO A DIGITAL POWER RANGE NEUTRON MONITORING SYSTEM (CAC NO. MF6768) On June 21, 2016, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG, the licensee). The purpose of the teleconference was to discuss the license amendment request (LAR) submitted by PSEG on September 21, 2015 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML 15265A223), which would allow for the replacement and upgrade of the existing analog Average Power Range Monitor (APRM) subsystem of the Neutron Monitoring System with the General Electric-Hitachi digital Nuclear Measurement Analysis and Control Power Range Neutron Monitoring (PRNM) system at Hope Creek Generating Station (Hope Creek). The PRNM upgrade also includes Oscillation Power Range Monitor capability and will allow full APRM, rod block monitor, Technical Specification Improvement Program implementation, and will include application of Technical Specification Task Force (TSTF) Traveler-493, "Clarify Application of Setpoint Methodology for LSSS Functions," to affected PRNM functions. The teleconference notice and agenda, dated February 5, 2016, is available at ADAMS Accession No. ML 16036A 154. A list of attendees is enclosed. The teleconference was one in a series of publicly noticed teleconferences to be held periodically to discuss the issues associated with the NRC staff's LAR review. Preliminary issues that the NRC staff identified during the initial review and the licensee's responses to the preliminary issues, as detailed in the updated Issues List, 1 were discussed during the teleconference. The updated Issues List (DOC-0006-2118 R3), discussed during the teleconference is available in ADAMS at Accession No. ML 16190A401. Issues that require a formal docketed response from the licensee will be requested by a future request for additional information (RAI) from the staff. These issues are designated accordingly in the "RAI No." column of the Issues List. Highlights from the June 21, 2016, teleconference include the following:

• The NRC staff informed PSEG that the NRC lead reviewer from the Instrumentation and Controls Branch (EICB) has changed. In addition, the NRC has provided additional resources from the Reactor Systems Branch (SRXB). 1 The use a an "Open Items List" was discussed in the January 29, 2015, pre-submittal meeting, as documented in the NRC's March 24, 2015, meeting summary (ADAMS Accession No. ML 15043A239).

• For Item No. 6, the NRC staff stated they would be looking for the information provided in the June 21, 2016, response column to be part of the future RAI response.

• The licensee stated that the software in Item No. 9a is a mature software that has already been tested and was integrated into the system.

• Regarding No. 15, PSEG reiterated that it would like to have feedback on the human factors assessment from the NRC prior to placing the information on the docket with the Phase 2 submittal in September 2016. The NRC staff informed PSEG that some of the information provided in the project reading room2 was difficult to read; therefore, the earlier the information is provided on the docket, the sooner a detailed review could begin. This information was previously requested as part of the acceptance review process by NRC letter dated December 21, 2015 (ADAMS Accession No. ML 15338A 182), and will become an RAI.

• Previous similar requests have used General Electric-Hitachi's (GEH's) Topical Report and analyzed the gaps. The Hope Creek submittal is different in that the gaps have been addressed through GEH's process. NRC staff plans on performing an audit at GEH's Wilmington, North Carolina, office to evaluate this process. The NRC staff approached the licensee with the idea of making the results of the audit generic to allow future licenses to reference the results. The licensee said it would consider this approach and provide feedback at a later date. Following the meeting, the licensee informed the NRC that it was open to this approach.

• The NRC staff asked about IEEE 603-1991, "IEEE Standard Criteria for Safety Systems for Nuclear Power Generating Stations," requirements. The licensee stated that the Hope Creek IEEE 603-1991 requirements are addressed in Appendices L, 0, M, and P of the licensee's Phase 1 submittal. The NRC staff will evaluate the information provided.

• The NRC staff stated that a separate set-point audit would not be necessary, since the methodology has been reviewed by the NRC as part of a prior submittal.

• The licensee plans on placing the Phase 2 documents on the project reading room in July and submitting them on the docket in September 2016.

• The NRC staff plans to issue the draft RAls in mid-July 2016. Based on the mid-July 2016 date, the licensee intends to provide the RAI responses with the Phase 2 submittal in September 2016.

• The next scheduled teleconference is on July 19, 2016. Members of the public were not in attendance. Public Meeting Feedback forms were not received. 2 PSEG established an Electronic Reading Room portal consistent with the "Share Point" concept discussed in the January 29, 2015, pre-submittal meeting, as documented in the NRC's March 24, 2015, meeting summary.
