ThiscorrespondenceIsafollow-vptoaverbalnotmcationonMonday,October31,1994,foraby-passwhichoccurredatRoridaPower8,Ughtcompany'sSt.LuciePowerPlant.BelowpleasefindadescriptionoftheeventTheMangroveimpoundmentwaliatSt.LuciePlant(NPDESPermitNo.FL0002208,SerialNo.006C),whichreceivesstormwaterfromtheeastparkinglot,washed~sometimelateintheeveningofOctober30,1994.Duringtheevent,whichlastednomorethantenhours,Itisestimatedthatapproximately1.5milliongallonsofuntreatedparkinglotrunoffenteredtheMangroveImpoundment008E.Thesitehadreceivedapproximately31/2inchesofrainfallinatwentyfourhourperiodpriortotheevent.Highlevelsofwaterbehindtheconcretewall,whichwasdesignedtoallowsetlngofsuspendedsolidsandpreventoil&,greasefromenteringtheImpoundmentarea,washedasmallamountoffilidirtoutaroundanareawherethewallattachestoaroadembankmentatItssouthend.Apparently,theareawasnotfilledcompletelytothetopofthewallduringconstruction.Thefollowingday,October31,thewashoutareawasfilledwithnewdirtabovethetopofthewallandcompacted.Thisplacedthetreatmentsystembackinservice.Permanentcorrectiveactionsarebeingconsideredtopreventfurther~rrences.AsperPartII-D.8.,ofthesite'sNPDESpermit;RegionIV,USEPAwasverballynotifiedoftheeventatapproximateiy3:00P.M.October31,viaFPLEnvironmentalAffairsDepartment.TheeventdidnothaveanysignlcantimpactonthesurroundingmangroveimpoundmentNooilsheenorelevatedsuspendedsolidswereobselvedfollowingtheevent.IfyouhaveanyquestionsorcommentsonthisIssue,pleasecontactRonHixat(407}625-7605.Sincerely,LartyLeskoranManagerEnvironmentalAffairsanFPLGroupcompany94ili6033694ii04PDRADOCK05000389S,.PDRlg 14
