'Ql't St.LucieUnits1and2DocketNos.50-335and50-389L-99-183AttachmentSTLUCIEPLANTSEATURTLEMORTALITY30-DAYWRITTENREPORTEVENTDESCIPIIONAtapproximately0820hoursonJuly17,1999,adeadLoggerheadTurtle(Carettacaretta)weighing67poundswasrecoveredfromtheSt.LuciePlantintakecanal.Theturtle,whichwasinpoorphysicalcondition,wasfoundagainstthe8-inchbarriernetlocatedattheA1ABridge.ThisisthefirstmortalityforthisspeciessofarthisyearattheSt.LuciePlant.ThelimitsformortalitiesofthisspeciesintheNationalMarineFisheriesBiologicalOpinion,issuedtothesitebytheNRCin1997,istwoor1.5%ofthetotalcaptured,whicheverisgreater.CAUSEOFTHEEVENTThe5-inchbarriernet,whichwasinstalledupstreamofthe8-inchbarriernet,hadbeenloweredduetoheavyloadingofdriftalgaeapproximately10dayspriortotheevent.The8-inchnethad=beencleanedofaccumulatedalgaeandrepairedfollowingtheloweringofthe5-inchnet.Eventhoughtheapparentcauseoftheturtle'sdeathwasdrowning,itwasprobablymoribundwhenitenteredtheintakecanalandwouldnothavesurvivedinthatconditioninanyenvironment.CORRECTIVEACTIONSThe5-inchbarriernetwascleanedofaccumulatedalgaeandwasraisedintopositionJuly19,1999.Thisnet,duetoitssteeperslopedesignandsmallermesh,mightpossiblykeepaturtleinpoorconditionfromdrowningbeforeitcouldbecapturedandrehabilitated.AGENCIESNOTIFIEDTheFloridaDepartmentofEnvironmentalProtectionwasnotifiedincompliancewithMarineTurtlePermit¹99.A4-hournotificationwasmadetotheNRCOperationsCenterat1130hoursonJuly17,1999asper50.72(b)(2)(vi).
