St.LucieUnits1and2DocketNos.50-335and50-389L-99-214AttachmentPage1ST.LUCIEPLANTSEATURTLEMORTALITIES30-DAYWRITTENREPORTEVENTDESCRIPTIONAtapproximately0200hoursonSeptember6,1999,adeadgreenseaturtle(CV>eloniamydas)wasrecoveredfromtheUnit1intakewell.Theturtle,whichweighedapproximately4.5lbs.,wasbadlydecomposedwhenrecovered.Atapproximately0810hoursonSeptember7,1999,anotherdeadgreenseaturtle,weighingapproximately12lbs.,wasrecoveredfromtheplantintakecanal.Thisturtle,whichwasonlyslightlydecomposed,wasfoundagainstthe8-inchbarriernetlocatedattheA1ABridge.Atapproximately1100hoursonSeptember19,1999,aseverelydecomposedgreenseaturtleweighingapproximately25lbs.wasalsofoundagainstthe8-inchbarriernet.ThesemortalitiesbringthetotaltofourforthisspeciessofarthisyearattheSt.LuciePlant.ThelimitsformortalitiesofthisspeciesintheNationalMarineFisheriesIncidentalTakeStatement,issuedtothesitebytheNRCin1997,isthreeor1.5%ofthetotalcaptured,whicheverisgreater.Todate,thetotalnumberofgreenseaturtlescaptured((100)hasnotapproachedthequantitynecessarytoincreasetheincidentaltakebypercentage.CAUSEOFTHEEVENTSThe5-inchturtlebarriernet,whichwasinstalledupstreamofthe8-inchbarriernet,hadbeenloweredduetoheavyloading,ofdriftalgaeapproximately8dayspriortothefirstmortality.ThisnethadtobeloweredagainSeptember13,1999,duetotheapproachofHurricaneFloyd.Ithasbeendeterminedthatcatastrophicdamagetothisnetcanoccurifabnormaltensionisplacedonthecablesandanchors.Severalturtleswereobservedbehindthe8-inchbarriernetpriortothemortalities,butcaptureeffortsprovedlargelyunsuccessful.Thesmallturtlefoundintheplantintakewellwassmallenoughtopassthroughboththe8-inchnetandtheplantUnderwaterIntrusionDetectionSystem.-Itisnotknownifthisturtleactuallydiedintheintakewellorsomewhereupstreamofthewell.Thetwoturtlesfoundatthe8-inchbarriernetwerenotentangledinthenetitself.Therewerenosignsofexternalinjuryonthefirstturtle.Thesecondturtlewastoobadlydecomposedtomakeanydetermination.Fromthisevidence,causeofthedeathscouldnotbedetermined.fTheinfluxofdriftalgaeisattributedtoincreasedwaveactionoffshoreresultingfromHurricaneDennis.ThisstormpassedrelativelyclosetotheEastCoastofFlorida.Following
