OF JULY 23, 2025, PRE-APPLICATION MEETING WITH TN AMERICAS LLC ON THE UPCOMING TN-32B TRANSPORTATION PACKAGE REVISION

Background

On July 23, 2025, staff from the Division of Fuel Management (DFM) at the U.S. Nuclear Regulatory Commission (NRC) held a pre-application public meeting with representatives from TN Americas LLC (TN) to discuss TNs planned revision to the Certificate of Compliance (CoC)

No. 9377 for the TN-32B transportation package.

The meeting was noticed on July 11, 2025 (Agencywide Documents Access and Management System Accession No. ML25192A118). The list of meeting attendees is provided in Enclosure 1.

The presentation slides for the meeting (ML25191A099) were made available on the NRCs public meeting website and are included in Enclosure 2.

Discussion The meeting discussion followed the meeting agenda, which is provided in Enclosure 3. TN provided opening remarks, noting the importance of this project for industry. The TN-32B is a dual-purpose cask for storage and transportation of high burnup spent fuel being used in the Department of Energy/Electric Power Research Institute High Burnup Dry Storage Cask Research and Development Project (HDRP) to collect confirmatory data on the condition of high burnup fuel in dry storage and transport. TN then provided their presentation.

C. Román The following items were discussed between TN and NRC representatives during the meeting:

TN clarified that the planned change regarding the definition of intact fuel assemblies to include assemblies containing fuel rods without known or suspected cladding defects greater than hairline cracks or pinhole leaks, is intended to be a clarification for consistency in the CoC and safety analysis report (SAR). TN is not changing the analyses or safety bases in the SAR; the SAR already analyzes intact or undamaged fuel assemblies.

The NRC staff noted that the current SAR assumes no fission gases and that no fission gases were identified in the gas sampling after the cask was loaded. The staff questioned whether the change to the definition of intact fuel could have any implications regarding the assessment for the HDRP, in terms of whether fission gases are detected and how that would be evaluated. The staff also asked whether any changes to unloading procedures would be needed if fission gases were detected, or otherwise if there was some indication that conditions had changed since original loading. TN noted that this change supports risk mitigation, so if any fission gases are detected, they can evaluate that and determine how to proceed. TN confirmed that gas sampling will be done before and after transport. TN noted that the expectation is that the fuel was loaded intact and will stay intact. TN noted that the SAR already analyzes fuel failure percentages of 1 percent, 10 percent, and 100 percent for normal, off-normal, and accident conditions. The NRC staff suggested that TN review the procedures to ensure they would address any unexpected conditions, and TN noted they will do so before they submit the revision request.

TN confirmed that there are no changes to the structural analysis as part of the planned revision request. The planned changes to the impact limiter drawings will not change the nominal dimensions analyzed in the SAR. Rather, dimensional tolerances will be added to account for fabrication, and these are the same tolerances in other TN packages.

The NRC staff asked what the mechanism of transfer from a vertical position to a horizontal position is, as the cask is moved from the upending/downending frame to the transport frame. TN clarified that the upending/downending frame will lift the cask and rotate it from the trunnions to a horizontal position on the transport frame. After the cask is on the transport frame, they will remove the upending/downending frame, secure the cask on the transport frame, add the impact limiters, and prepare for transport.

TN clarified that the transport is expected to occur in the fall of 2027. TN plans to submit the CoC revision request by the end of August 2025 and will request NRC approval by the end of the calendar year. Other than TNs planned submittal, there were no action items identified during the meeting.
