Hartsville and Phipps Bend fluclear Plants, All Units Use of flon-ASME Components on the Primary Containment Personnel Access Airlocks Report No.1 (Interim)

NCR-CHT/PB-78-1 I ,

On October 6,1978, TVA notified NRC-01E Region II Inspector, Tom Burdette, of a potentially reportable condition regarding the use of non-ASME com-ponents on the primary containment personnel access airlocks.

This interim report contains as much information as is available to TVA at

] this time on this NCR.

. Description of Deficiency During a review of a change of contract submitted to TVA by the personnel access airlock manufacturer, W. J. Woolley Co., it was discoverd that Scolley's present design and fabrication of certain pneumatic components for the personnel access airlocks do not meet ASME Class 2 requirements.

GESSAR section 3.2.3.2, table 3.2.2,and table 3.2.3 require that the airlocks be designed and fabricated in accordance with ASME Section 111, Subsections NC or NE class 2 requirements.

The extent of the use of non-ASME components on the airlocks is now known at this time, but TVA has scheduled a meeting with the W. J. Woolley Co.

on October 31, 1978, to discuss all aspects of this f!CR. The results of this meeting will be included in another report to you at a later date.

Cause of Deficiency C... ' .

1he cause of this nonconformance is still being investigated by C. F. Braun, r.r., TVA, and the W. J. Woolley Co.

Investigations Underway ,

The General Electric Company and C. F. Braun have been notified of this NCR,

.and they are in the process of determining the extent of use of non-AStiE components on the airlocks, determining the cause of the nonconformance, and specifying the corrective actions and the precautions to prevent recurrence.

Also, a meeting is currently scheduled among TVA, GE, and the W. J. Woolley Co.

on October 31, 1978, to discuss all aspects of this f4CR. TVA will submit another report on this subject on or before February 15, 1979.
