The U.S. Nuclear Regulatory Commission (NRC) staff has revised the schedule for its review of Westinghouse Electric Company, LLCs (WECs) license renewal application for its Columbia Fuel Fabrication Facility (License SNM-1107) in Hopkins, South Carolina. By {{letter dated|date=January 28, 2021|text=letter dated January 28, 2021}} (Agencywide Documents Access and Management System [ADAMS]
Accession No. ML21026A062), the NRC staff established a schedule for the environmental impact statement (EIS) and anticipated publication of the final EIS in January 2022, and completion of the license renewal review in February 2022.
The license renewal schedule has been delayed by 1 month based on internal and external factors. The unanticipated additional time that was necessary for WEC to submit clarifications to its RAI responses, which were originally submitted on December 18, 2020 (ADAMS Accession No. ML20353A275), to provide additional information regarding potential license conditions and commitments, which were submitted on April 6, 2021 (ADAMS Accession No. ML21102A069), impacted the EIS schedule. NRC also had to adjust its resources based on workload and prioritization.
The enclosure to this letter provides the revised license renewal review schedule, including major milestones. The anticipated schedule can change depending on the findings of the ongoing technical review or other factors. Additionally, based on WECs responses to the RAIs, information requested will be included in the Phase II Interim Report anticipated to be submitted to South Carolina DHEC in September 2021. Therefore, the Phase II Interim Report represents a risk to the final EIS schedule. The NRC staff anticipates reviewing the report and will determine impacts, if any, to the development of the EIS and next steps. Accordingly, the NRC staff continues to encourage Westinghouse to keep the NRC staff informed of any changes to the Phase II Interim Remedial Investigation activities and schedule.
