U.S. NUCLEAR REGULATORY COMMISSIONS REVISED SCHEDULE FOR THE LICENSE RENEWAL REVIEW OF THE WESTINGHOUSE COLUMBIA FUEL FABRICATION FACILITY (ENTERPRISE PROJECT IDENTIFIER L-2017-RNW-0016)
Dear Ms. Malek:
The U.S. Nuclear Regulatory Commission (NRC) staff has revised the schedule for its review of Westinghouse Electric Company, LLCs (WECs) license renewal application for its Columbia Fuel Fabrication Facility (SNM-1107) in Hopkins, South Carolina. By letter dated August 10, 2020 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML20217L372), the NRC staff established a schedule for the environmental impact statement (EIS) and anticipated publication of the final EIS in November 2021 and completion of the license renewal review in December 2021. The EIS schedule was based on the EIS process, as required by Title 10 of the Code of Federal Regulations (10 CFR) Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, the status of the environmental review, and timely and high-quality responses to NRCs RAIs issued on November 3, 2020 (ADAMS Accession No. ML20275A251).
Additionally, the schedule considered Westinghouses tentative due dates for key milestones (ADAMS Accession No. ML20202A678) in the Phase II Remedial Investigation Work Plan activities under the Consent Agreement with the South Carolina Department of Health and Environmental Control (DHEC).
WEC submitted its responses to the NRC staffs RAIs on December 18, 2020 (ADAMS Accession No. ML20353A275) and, while the responses are complete, there are several RAI responses that refer to the Phase II Remedial Investigation Work Plan, which WEC is currently executing.
The enclosure to this letter provides the revised license renewal review schedule, including major milestones. The anticipated schedule can change depending on the findings of the ongoing technical review or other factors. Additionally, based on WECs responses to the RAIs, information requested will be included in the Phase II Interim Report anticipated to be submitted to South Carolina DHEC in September 2021. Therefore, the Phase II Interim Report represents a risk to the final EIS schedule. The NRC staff anticipates reviewing the report and will determine impacts, if any, to the development of the EIS and next steps. Accordingly, the NRC

staff continues to encourage Westinghouse to keep the NRC staff informed of any changes to the Phase II Interim Remedial Investigation activities and schedule.
