SUBJECT:

Westinghouse Submittal of Environmental Sampling and Monitoring Program for NRC Review and Approval On March 23, 2023, the South Carolina Department of Health and Environmental Control (SC-DHEC) approved the Final Remedial Investigation Report (RI) for the Columbia Fuel Fabrication Facility (CFFF).

Westinghouse Electric Company LLC (Westinghouse) is providing a copy of the Final Remedial Investigation (RI) Report for the CFFF Site as Enclosure 1. The SC-DHEC approval letter is included as . Accordingly, the CFFF environmental sampling and monitoring program (Section 10.1.4 and associated tables and figures of the SNM-1107 License Application) in Enclosure 3 is being submitted for NRC review and approval as required by SNM-1107, License Condition S-17 and Section 10.1.10.1 of the SNM-1107 License Application. No changes are proposed to the program. Revision 1 of the SNM-1107 License Application was previously submitted as an administrative update with page changes for Chapters 1, 2, 10 and 11 in accordance with SNM-1107 License Condition S-4 in Reference 2.

SC-DHEC and Westinghouse entered into a Consent Agreement (CA) in February 2019 to comprehensively assess and address the impact of current and historical operations at the CFFF. The agreement follows the state-equivalent Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) process. The first step of the CA was to complete an RI. The Final RI Report provides a comprehensive evaluation of existing onsite impacts to environmental media. The source, nature and extent of these impacts from past operations are well within the facility property boundary, and there is no evidence that these impacts have or will affect properties off-site in the future.

The second step of the CA is to complete a Feasibility Study (FS) to evaluate remedial alternatives for these limited impacts. The FS Work Plan will be submitted to SC-DHEC for approval no later than July 15, 2023.

Please note that due to file size limitations, Appendices Q, R, S and U in Enclosure 1 are not included in this submittal. Relevant data from these appendices is summarized in the report.
