ADMINISTRATIVE CORRECTION TO WESTINGHOUSE ELECTRIC COMPANY, LLC MATERIALS LICENSE SNM-1107 AMENDMENT 3
Dear Jeffrey Ferguson:
By letter dated December 28, 2023, Westinghouse Electric Company, LLC, Westinghouse Columbia Fuel Fabrication, requested that the U.S. Nuclear Regulatory Commission (NRC) grant an exemption from reporting certain unplanned contamination events (Agencywide Document Access and Management System [ADAMS] Accession No.: ML23362A136). On February 23, 2024 (ML24025A125), the NRC granted this exemption and added new license condition (LC) S-21 to materials license SNM-1107.
However, subsequent to issuance, staff identified that LC S-21 contained an administrative error in the Safety Evaluation Report and both the public and non-public version of SNM-1107, amendment 3. The phrase in a building was inadvertently omitted from the first condition of S-21 and has been corrected in the enclosed documents.
Because all the activities noted above involve administrative actions, the NRC staff determined that the proposed activities do not individually or cumulatively have a significant effect on the human environment. Therefore, in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this action.
In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and the amended licenses and safety evaluation report will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. The ADAMS database is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The PDR is open by appointment.
