Docket No. 50_-361 A-ad=~d Applicatxm Number 187 Request to Repair Shutdown Cooling Check Valves San Onofre Nuclear Generating Station Unit 2 Enclosed is Amendment Application Number 187 to Facility Operating NPF-10 for San Onofre Nuclear -

Generating Station Unit 2. His Amendment Application consists of Proposed Change Number (PCN) 504, which is a request for NRC approval to repair dcW but operable shutdown cooling system check j valves at Unit 2 with the unit in normal operaton (Mode 1). This is a request for an emergency license )

amendment to support repair of the valves as soon as possible. He current plan is to begin the repair on j Tuesday April 27,1999, at 00:01. j f

As detailed in the enclosure to this letter, NRC approval is requested because this repair plan will cause Unit 2 to be out of compliance with the licensing basis of the shutdown cooling system for the limited I duration of the repair. Southern California Edison has concluded that this repair involves an unreviewed safety question and therefore NRC approval is requested in accordance with 10 CFR 50.92.

50.91(a)(5), etTective as of the date ofits issuance he emergency circumstances for this request exist because of the need to avoid a shutdown to repair the valves. This situation could not have been avoided because the discovery of the condition of the valves was a result of activities performed on the corresponding Unit 3 valves during the ongoing refueling outage at Unit 3. nc Unit 2 valves passed their in-service tests during the recent Unit 2 refueling outage.
