-This letter is in response to the questions you raised during our telephone conversation on April 11, 1989, regarding the modification on existing circuits in order to incorporate the

- approved ATWS mitigating system actuation circuitry (AMSAC).

. Implementation of.the NRC-approved AMSAC design for Point Beach Nuclear Plant, Units 1 and 2, entails incorporating the power-based enabling and time-delay functions into existing circuitry. Point Beach Nuclear Plant presently has a design feature that performs a portion of the AMSAC function. The existing. circuitry associated with this feature trips the turbine and starts the motor-driven auxiliary feedwater pumps whenever both main feedwater pump motor breakers open. This existing circuit, however, has no time-delay or power-based enable function. Additionally, no credit is taken for its action in the safety analyses. This circuit is the only existing auxiliary feedwater initiation circuit which will be altered in order to install the AMSAC circuitry in accordance with our previously submitted design based on WCAP-10858 as approved by the NRC.

The Point Beach safety analyses assume auxiliary feedwater initiation as a result of low-low steam generator level, undervoltage on the 4 kV buses, or a safety injection signal. q The existing circuits associated with these features will not be modified as a result of our approved AMSAC installation.
