i North Atlantic Energy Service Corporation (North Atlantic) encloses herein License Amendment  ;

Request 93-14. This _ License Amendment Request is submitted pursuant to the requirements of' i 10CFR50.90 and 10CFR50.4.

The purpose of this License Amendment Request is to propose changes to the Seabrook Station Technical Specifications. The proposed changes will implement thirteen line item improvements recommended by Generic Letter 93-05, "Line-Item Technical Specification Improvements to Reduce -

Surveillance Requirements for Testing During Power Operation". 1 License Amendment Request 93-14 has been reviewed and approved by the North Atlantic Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in Section V of the enclosed License An. ment Request, the proposed changes have been detennined not to involve a significant hazards consids stion pursuant to 10CFR50.92. A copy of this letter and the enclosed License Amendment Request has been forwarded to the State of New llampshire Liaison Officer pursuant to 10CFR50.91(b).

Additionally, North Atlantic has determined that the proposed License Amendment Request meets the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an ' ,

Environmental Impact Statement.

North Atlantic requests NRC review and approval of License Amendment Request 93-14 and issuance of a license amendment by April 30,1994 (see enclosed License Amendment Request 93-14 Section VI).
