LER ATTAC101ENT - RO #1-82-127 Facility: BSEP Unit No. 1-                                Event Date: November 3, 1982 On November 2, 1982, at 0920 hours, an LCO was-initiated on diesel generator No. I to permit the performance of periodic testing on the diesel.                    In accordance with technical specifications, quick start testing of the remaining diesel generators (Nos. 2, 3, and'4) was satisfactorily performed at 0055 hours on November 2, 1982, and at 2122 hours on November 2, 1982. The next-required quick start testing of the diesels was at 0920 hours on November 3, 1982; however, due-to personnel error, this performance was not accomplished until 2 hours and 39 minutes later.

Upon issuing the LCO on diesel generator No. 1 on November 2, 1982, which initiated the quick starting requirement, the duty Operations Shift Foreman failed to ensure that a proper entry was made to the Control Operator's daily surveillance report (DSR) to reflect the once per every 12 hours requirement.
Therefore, only Control Operator log entries along with the shift turnovers were used to alert oncoming shift operators when the next required quick start                                        ,
test of the subject diesels came due. This event occurred due to the lack of the DSR entry and resultant oversight by the on-duty Shift Foreman and Control Operator to ensure the testing was performed when required.
Following discovery of this event, the required quick start testing of the diesels was performed at 1159 hours on November 3, 1982.                  In~ addition, proper entries were made to the DSR to ensure subsequent required quick start testing would be done within the specified testing frequency.
;        As a result of this event, all plant licensed Operations personnel will review this report to ensure their cognizance of the importance to make appropriate entries in the DSR to reflect additional testing requirements resulting from LCO conditions.
