PUBLIC SERVICE INDIANA January 4, 1980 S. W. Shields Vice President - Electric System Mr. R. R. Johnson, Cliief Inspector Indiana Board of Boiler and Pressure Vessel Inspectors 909 State Office Building Indianapolis, IN 46204

Dear Mr. Johnson:

I wish to confirm our phone discussion of January 2,1980, relative to the National Board's letter of November 12, 1979. In that conversa-tion, we confirmed the date of January 16, 1980, for a meeting in your offices beginning at 8:30 a.m. We had agreed in previous conversations that we would have such a meeting to resolve the discrepancies outlined in the National Board letter prior to submitting a final written report, on the matter. I received a letter from Mr. Beckwith of the National Board indicating that they had received no information to-date relative to their November 12th letter. At the time we issue a written report to you, it will also be sent to the National Board. Such action is consistent with paragraph 6.5 of the November 12th letter.

While we will go into considerable detail in our January 16th meeting, I shall mention a few of the actions which we have or are taking relative to this matter:

1. As you know, ASME sent a Survey Team to review our Quality Assurance Manual in order to obtain an interim letter from ASME. After the review of the Manual, the Team Leader stated that his report to ASME would include a recomendation that PSI be granted the requested interim letter.
2. In addition, as we have agreed with you in previous meetings, we are performing a detailed review of each of the discrepancies mentioned in the November 12th letter. Our investigation to-date has shown that all suppliers of material and piping subassemblies were properly qualified in accordance with the requirements of the ASME Code.
3. A detailed review of data packages is being carried out to determine whether and to the extent discrepancies may exist.

4. Next week, on January 8th, we are meeting with suppliers of piping subassemblies to further discuss the November 12th letter with them. They have been investigating each of the discrepancies which pertain to the subassemblies which they furnished. You were invited to this meeting and your attendance is still welcome should you so decide.

We are looking forward to meeting with you on January 16, 1980.

At this time we intend to have a report which addresses each of the discrepancies mentioned in the National Board letters and an outline of the plan of action to be taken where necessary. We are hopeful that the report will satisfy all your needs.

Sincerely, SWS/kc cc: V. Stello, Jr. - NRC -
