As a retired military officer and a member of the business 8 -

consnunity of San Antonio, Texas, I am deeply concerned about the costly delays that seem to impede timely decisions and actions on many issues of vital concern to our nation.

The June 22-26 ASLB hearings in San Antonio will be the fifth week of testimony and cross-examination on this matter. From what I read, these hearings will be continued for some time in the fall. I am sure you would agree that the three administrative judges have not heard any objections you have not heard before nor any that have not been addressed by the Nuclear Regulatory Commission staff who inspect the plant with great frequency.

I would therefore urge you to shorten these legal procedures as much as possible in accordance with the wishes expressed by President Reagan and the similar recommendation of the House Commerce l

Committee -- currently under consideration by the Senate. The rate-1

! payers of South Texas will greatly benefit from the lower costs of

! nuclear energy, but they will be penalized if we continue to have costly and unnecessary delays.
