ME7715 AND ME7716) From May 22 -24,2012, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) and contractors from Ecology and Environment, Inc. (E&E) and Pacific Northwest National Laboratory (PNNL) participated in a site audit at Callaway Plant, Unit 1 (Callaway), related to the environmental review of the Callaway license renewal application. The primary goal of the site visit was to review documentation, gather information to ensure that the environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) were met, and to interface with officials in Federal, State, and local government agencies to obtain related information. Enclosed is a list of representatives from NRC, E&E, PNNL, Missouri Department of Natural Resources, Missouri Department of Conservation, U.S. Fish and Wildlife Service, Ameren, and those invited by Ameren -all of whom participated in the site audit. The environmental audit began on May 22, 2012, with a kickoff meeting to introduce participants and to discuss logistics of the audit. Following the kickoff meeting, the environmental review team participated in a general site tour of Callaway with Ameren staff. The general site tour provided an ecological overview of the site and focused on areas relevant to the environmental review. Severe Accident Mitigation Alternatives (SAMA) were also included as a part of the audit. NRC staff members met with Ameren representatives to discuss various matters including levels 1, 2, and 3 probablistic risk assessment (PRA) models and also SAMA identification and evaluation. At the conclusion of the SAMA audit, NRC staff summarized the status of the review with Ameren representatives. During the environmental site audit, the review team examined data used by Ameren in preparation of the Environmental Report and met in smaller groups with Ameren representatives with corresponding environmental expertise. These groups participated in various activities, including tours of radiological environmental monitioring program stations, the intake structure, wetland communities surrounding the plant, the Reform Conservation Area, archaeological sites, onsite National Pollutant Discharge Elimination System-permitted outfalls, in-scope transmission line rights-of-way, radioactive waste processing and storage areas, and meteorological towers and monitoring equipment.

- 2 The environmental review team also met onsite with officials from the Missouri Department of Natural Resources, the Missouri Department of Conservation and the U.S. Fish and Wildlife Service. Information gathered through participation of these agencies will assist the environmental review team in its evaluation.

In addition, the team reviewed Ameren's process for identifying new and significant information (information that would challenge the generic conclusions reached in the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437). Ameren cited no new and significant information, and the team's independent review during the course of the site audit did not identify any either.

Prior to the audit, the environmental team provided Ameren with a plan including questions, document requests, and suggested tour logistics in an effort to further facilitate the review (Agencywide Documents Access and Management System (ADAMS) accession number ML12131A477). This document is publically available in ADAMS at http://www.nrc.gov/reading rm/adams.html. At the conclusion of the site audit, the environmental review team summarized the results of the audit with Ameren representatives. For environmental and SAMA questions that were not answered during the audit or required a docketed response, the staff will consider issuing requests for additional information (RAls).

While the NRC review team did not identify any significant issues during its site audit or during the meetings with other participants, the team indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested.
