Dear Mr. Plena:
By letter dated August 7, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13220A156), DTE Electric Company submitted a relief request, pursuant to Title 10 Section 50.55a of the Code of Federal Regulations that proposes the use of a minimum reference value for smooth running pump vibration acceptance criteria for the Fermi 2 Power Plant.
The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. As discussed with Mr. Sam Hassoun of your staff on January 2, 2014, it was agreed that you would provide a response to this request by January 31, 2014.
The NRC staff considers that timely responses to RAis help ensure sufficient time is available for staff review and contribute toward the NRC's goal of efficient and effective use of staff resources.

REQUEST FOR ADDITIONAL INFORMATION (RAI)
DTE ELECTRIC COMPANY FERMI-2 DOCKET NO. 50-341 By letter dated August 7, 2013 (Agencywide Documents Access and Management System Accession No. ML13220A156), DTE Electric Company requested approval from the Nuclear Regulatory Commission (NRC) of relief request PRR-011, for the Fermi 2 Power Plant (Fermi-2), pursuant to Title 10 of the Code of Federal Regulations (1 0 CFR) Part 50, Section 55a. PRR-011 proposed the use of a minimum reference value for smooth running pump vibration acceptance criteria. The NRC staff reviewed this request and determined that the following information is required to complete its review.
RAI PRR-011-1 As part of the justification for relief from the requirements of ISTB-3300(e)(1) of the 2004 Edition of the American Society of Mechanical Engineers Operation and Maintenance Code, "Reference Values," alternative request PRR-011 for Fermi-2, under "Proposed Alternative and Basis for Use," states that the site Predictive Maintenance Program" ... employs predictive monitoring techniques such as vibration monitoring and analysis beyond that required by ISTB."
In order to determine if the additional testing will provide an acceptable level of quality and safety in accordance with 10 CFR 50.55a(a)(3)(i), the NRC staff requests the following information concerning the additional testing performed under the site Predictive Maintenance Program for the North and South Control Center Heating, Ventilation and Air Conditioning Pumps T41 OOC040 and T 41 OOC041:
- 1. Are thermographic analysis and oil sampling and analysis included in the Predictive Maintenance Program for pumps T4100C040 and T4100C041? If so, describe how often these techniques are performed and explain how they are used to monitor the pumps.
- 2. The statement" ... such as vibration monitoring ... "referenced above implies that additional techniques may be used for predictive maintenance on pumps T41 OOC040 and T41 OOC041.
What additional techniques beyond those explicitly mentioned in relief request PRR-011, if any, are used to monitor potential degradation of pumps T4100C040 and T4100C041 and how are they used?
