By letter dated September 16, 2014, Duke Energy Florida, Inc. notified the U.S. Nuclear Regulatory Commission (NRC) staff about changes to the Crystal River Unit 3 Nuclear Generating Plant (CR-3) security plan per the requirements of Title 1 0 of the Code of Federal Regulations (1 0 CFR) Section 50.54(p).
Contained within the submittal was a change to the fatigue management program for the CR-3 security force. The NRC staff is reviewing the changes to CR-3's fatigue management policies and procedures to determine how the reduction of the fatigue management requirements, identified in CR-3's ADM-206, Revision 2, will not affect their security officers alertness and ability to perform the critical job duties required by 10 CFR 73.55, "Requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage." Based on the NRC general authority under the Atomic Energy Act of 1954, as amended, to regulate the safe operation of facilities that possess special nuclear material, and to determine whether there is reasonable assurance of adequate protection at CR-3, the NRC staff had determined that additional information is needed to complete its review of CR-3's current work hours control program. Please provide the additional information requested in the enclosure within 30 days of receipt of this letter. NOTICE: The Enclosure to this letter contains Security-Related information.
When separated from the enclosure, this transmittal letter is DECONTROLLED.
