CRYSTALRIVER UNIT 3 NUCLEAR GENERATING PLANT- REGULATORY AUDIT REGARDING THE VEHICLE BARRIER ANALYSIS (TAC NO. MF5085)

Dear Mr. Hobbs:

By letter dated September 16, 2014, as supplemented by letter dated March 12, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession Nos.

ML14262A067 and ML15076A031, respectively), Duke Energy Florida, Inc. (the licensee),

submitted to the U.S. Nuclear Regulatory Commission (NRG), the Physical Security Plan, Security Training and Qualification Plan, and Safeguards Contingency Plan, Revision 1 for Crystal River Unit 3 Nuclear Generating Plant (CR-3) under Title 10 of the Code of Federal Regulations (10 CFR) paragraph 50.54(p). The NRG staff's review of the letter and supplement revealed that insufficient information was provided to determine if the changes do not decrease the safeguards effectiveness of the CR-3 Physical Security Plan, Security Training and Qualification Plan, and Safeguards Contingency Plan, under 10 CFR 50.54(p)(2). Specifically, the NRG staff does not find sufficient information to produce the conclusions found in the submitted vehicle barrier analysis.

The NRC staff has determined that a regulatory audit of the CR-3 vehicle barrier analysis should be conducted for the NRG staff to gain a better understanding of the vehicle barrier analysis and of the associated changes in Revision 1 of the CR-3 Physical Security Plan. The audit is scheduled for July 8, 2015.

A regulatory audit is a planned license or regulation-related activity that includes the examination and evaluation of primarily non-docketed information. A regulatory audit is conducted with the intent to gain understanding, to verify information, and/or to identify information that will require docketing to support the basis of the licensing or regulatory decision. Performing a regulatory audit for the licensee's information is expected to assist the NRC staff in efficiently conducting its review or gain insights on the licensee's processes or procedures. There may be supporting information retained as records under 10 CFR 50. 71, "Maintenance of records, making of reports," and/or 10 CFR 54.37, "Additional records and record-keeping requirements," that, although not required to be submitted as part of the licensing action, would help the NRG staff better understand the licensee's submitted information.
