St. Lucie Unit 2 Docket No. 50-389 L-98-196 Attachment Page 1 LEAST TERN MORTALITY AT THE ST. LUCIE PLANT NUCLEAR TRAININGCENTER A total of fifteen juvenile Least Terns died in the roof drainage system at the plant's Nuclear Training Center during heavy rainfalls occurring between July 6, 1998 and July 17, 1998. The Least Tern is on the State of Florida Protected Species List. Large numbers of this species were nesting on the roof at the time. Screens had been placed around the drains earlier in the nesting season to protect the hatchlings from entering the drain gutters but heavy rainfall damaged the screening during this period and some of the young were swept into the drains.

Two 72-hour NRC notifications in accordance with Section 4.1 of the Environmental Protection Plan were completed on July 8, 1998 and July 17, 1998. The Florida Game and Freshwater Fish Commission was notified on July 9, 1998 and July 17, 1998.

The number of birds that died during these events represents a very small portion of the Least Tern hatchlings from this particular area. Initial actions were to repair the present screen devices that were already in place. Following the July 17, 1998 event, and at the recommendation of the Florida Game and Freshwater Fish Commission, the roof drain holes at the facility were covered.

Measures will be taken prior to the next nesting season to prevent the birds from nesting on the roof.
