Meeting to discuss IN on Callaway passive shutdown John, Do you have time to meet with me to discuss the Information Notice being written on the October 21, 2003 passive reactor shutdown at Callaway Plant?I was given an opportunity to review this IN today with the author. It has most of the pertinent information in it, however it is lacking some key facts and wording. It appears to me that the NRC is reluctant to unambiguously state the facts regarding the 2003 passive reactor shutdown.This issue has languished for three years. As an agency, we need to decide what our opinion of the 2003 shutdown is and what needs to be stated about it. It appears to me that technical people who have investigated the incident are being prevented from succinctly and unambiguously stating the facts by their management.

For instance, the author of the Information Notice was not able to use the word "passive" to describe the shutdown.Please let me know if you have 30 minutes when we can meet.Thanks, Lawrence S. Criscione Reliability
