STN 50-498, STN 50-499 Application of Leakage Reduction Program to the Chemical and Volume Control System In the South Texas Project Safety Evalunion Report (SER), NUREG-0781, Supplement 2 (Chapter 13.5), the NRC staff stated that although the chemical and volume control system (CVCS) is not an engineered safety features system, it should be included in the leakage reduction program. This program is discussed in FSAR Appendix 7A,Section III.D.l.l.

The CVCS is included in the in-service leakage test program administered by HIAP per ASME Section XI. This program includes a periodic system walkdown by a "VT-2 qualified" inspector specifically to identify leakage. Normal operator functions include the performance of periodic walkdowns to identify any system abnormalities (including leakage), and the initiation of the appropriate corrective action.

l This issue was discussed with B. Fell of the NRC who agreed that the inclusion of the CVCS in the aforementioned ASME Section XI program was sufficient in lieu of including the system in the leakage reduction program.
