Soutn Carolina Electric & Gas Company (SCE&G) submits this letter in accordance with 10CFR21.21(a)(2) as an interim report of an identified defect potentially associated with a substantial safety hazard.

On October 3,1994, Nonconformance Notice (NCN) E5054 was initiated to address the failure of a 27N degraded voltage relay. The failure was discovered during surveillance testing, when relay contacts 10 and 11 did not correctly change state.

This would prevent the relay from timing out and tripping on an undervoltage condition.

The degraded voltage relay was returned to the manufacturer for further evaluation and repair. It was found that a subcomponent timer IC-U5 had failed. The subcomponent timer IC-US has been returned to its manufacturer for failure analysis.

SCE&G expects to complete the evaluation of 10CFR21 reportability by February 17, 1995.
