The transmittals include changes to the Emergency Plan Sections G, H and N. This submittal however, does not contain any changes to Emergency Action Levels (EALs). These changes have been reviewed pursuant to 10 CFR 50.54(q), as required, and it has been determined they do not decrease the effectiveness of the approved NextEra Energy Duane Arnold Emergency Plan.

Currently EPIP 6.1 directs testing on a 6 year cycle. Given the inclusion of new types of scenarios required to test hostile actions, no radiological release, and in the future FLEX, alignment with the NUREG Is needed so the function of testing the different types of scenarios can be accomplished.

Change 2 (EPIP 6.1) improves the comprehensiveness of testing exercise objectives and demonstration criteria by aligning with the Fleet procedure, which will also reduce confusion on what procedure to follow.
