Ladies and Gentlemen :

In accordance with 10 CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRG) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item E.3.9.03.00.02 [Index Number 8481. This ITAAC confirms that communications can be established from the Unit 3 Main Control Room, Technical Support Center, and Eme rgency Operations Facility to the NRG headquarters and regional office Emergency Operations Center. This ITAAC also confirms that the access port for Emergency Response Data System successfully completed a transfer of data to the NRG Operations Center. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, " Industry Guideline for the ITAAC Closure Process Under 1 O CFR Part 52," which was endorsed by the NRG in Regulatory Guide 1.215.

This letter contains no new NRG regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRG staff confirmation of this determination and publication of the required notice in the Federal Register per 1 O CFR 52.99.

ITAAC Statement

Program Commitment

3.2 The means exists for communications from the control room, TSC, and EOF to the NRC headquarters and regional office EOC, including establishment of the Emergency Response Data System (EROS) between the onsite computer system and the NRC Operations Center.

3.2 A test will be performed of the communicat ions capabilities from the control room, TSC and EOF to the NRC, includ ing EROS.

Acceptance Criteria

3.2 Communications are established from the control room, TSC, and EOF to the NRC headquarters and regional office EOC. The access port for EROS successfully completed a transfer of data to the NRC Operations Center.

ITAAC Determination Basis

A test of the Vogtle Electric Generating Plant (VEGP) Unit 3 communications capabilities from the Main Control Room (MCR), Technical Support Center (TSC) and Emergency Operations Facility (EOF) to the NRC, including the Emergency Response Data System (EROS), was performed to demonstrate that communications are established from the MCR, TSC, and EOF to the NRC headquarters and regional office Emergency Operations Center (EOC), and that the access port for EROS successfully completed a transfer of data to the NRC Operations Center.

Communications testing was performed as described in ITAAC Technical Report SV3-ERO ITR-800848 (Reference 1 ). The scope of testing included the verification of voice transmission and reception from the MCR, TSC, and EOF to the NRC headquarters and regional office EOC ;

and verification that the access port for EROS successfully completed a transfer of data to the NRC Operations Center. Included in the testing was verification that dedicated Emergency Notification System (ENS) lines are located in the MCR, TSC, and EOF and functional, and that dedicated Health Physics Network (HPN) lines are located in the TSC and EOF and functional.

The results of the testing are documented in Reference 1 and confirm that communications are established from the MCR, TSC, and EOF to the NRC headquarters and regional office EOC, and that the access port for EROS successfully completed a transfer of data to the NRC Operations Center.

Reference 1 is available for NRC inspection as part of the Unit 3 ITAAC E.3.9.03.00.02 Completion Package (Reference 2).

ITAAC Finding Review

In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there were no relevant ITAAC findings assoc iated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC E.3.9.03.00.02 (Reference 2) and is available for NRC review.

IT AAC Completion Statement

Based on the above information, SNC hereby notifies the NRC that ITAAC E.3.9.03.00.02 was performed for VEGP Unit 3 and that the prescribed acceptance criteria was met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
