4. Oroani sti on and Basi c Operati on p

The team wi11 consist of a senior manager,[ team l eader, shift inspectors, and specialist inspectors.(Attachment A). The senior manager will be responsible for all ' activities of the team.

Reporting to tt , senior manager will be a team leader. The team leader will be responsible f or assessing shif t inspector observations, specialist inspector . findings, and developing daily inspection assignments. The shift inspectors will cover all three shif ts to provide around-the-clock ' inspection coverage during an early portion of the inspecti on. The specialist inspectors will provide their own initiative using the attributes noted above and f ollowup on shif t inspector cbservati ons f or which they ar e assigned by the team leader.

All team members, including the shift inspectors, have a f uncti onal area assignment (Attachment B). All inspectors should keep in mind that the f unctional areas of training and assurance of quality span all the basic functional reas.

The Pilgrim SRI will assist the team .in an advisory role on understanding the licensee' systems and methodologies. All contacts.with the press will be referred to the PAD or the senior manager. .

Dear Sir:

On September 23, 1985, in accordance with guidance provided by HRC Generic Letter 85-15. Boston Edison Company requested an extension of the November 30, 1985 equipment qualification deadline for five items (consisting of 15 Individual components) of sq.lpment at Pilgrim Station. (Reference 1). As indicated therein all of the affected equipment was then scheduled for testing with the expectation that test results would be obtained before November 30, 1985.

On October 30. 1985, Boston Edison provided an update on the status of such testing and requested the Comission to defer action on the extension request while further test results were received and evaluated. (Reference 2). In that letter we committed to provide a further update by November 15, 1985.

The purpose of this letter is to provide that update, We are also revising our extension request reflecting the receipt and analysis of test results to date.

it is the intent of this letter to request you to approve the extensions up to February 8,1986 for c~ompleting the documentation for all the 5 items. This is based on our estimate that it will require approximately 10 weeks time from November 30. 1985 to have the complete documentation file in place. He will ,

of course, maintain the documentation files in as complete a fashion as possible while awaiting final test reocrts.

This item included and closed contact configuration as part of the testing both the open of the switch. He successfully completed

- testing of the closed contact configurations on November 9,'1985. However.

the open contact configurations have not been fully tested due to inadvertent omission on the part of the test lab. The open contact testing' bas now been rescheduled for comptetion by November 22, 1985. Based on the performance of the closed contact configuration, we believe that the open contact date. Should of configuration the switch will be successfully quallfled by testing on that.

the testing be unsuccessful, our alternative would involve replacement of ungsallfled switches by qu'llfled replacements. These switches '

are currently installe6 in various safety systems and such replacement will require a plant outage. It should be noted that the quallfled replacements .

hava long procurement lead times and a detailed schedule for the replacement contingency for these switches is being evaluated.

Item 4, the 51 cables, is scheduled for testing on November 22, 1985. Hs remain optimistic that the test will prove successful; however, our contingency plan will be to replace the unquallfled cables with quallfled replacements.

Such replacement is not expected to require a plant shutdown.

In conclusion, we believe that this modified extension request is in compilance with the Commission's guidelines as set forth in Generic Letter 85-15. As of this date, out of an initial listing of some 700 items requiririg qualification, we have now schieved compilance with all but 5 ttems. For two of those the only deficiency is completion of documentation files, the schedule for which is dictated by receipt of test reports. for the other Items, the deficiency.ls the need to complete tests and evaluations (which we expect to complete by the required date) and thereafter to complete documentation files. He are also hopeful of Identifying a significantly shortened schedule, as compared to the current request of RTO #7 for achieving full qualification of thesi Items even if the testing 'should not prove successful. .
