CONTACT WITH CONGRESSIONAL STAFF REGARDING PILGRIM NUCLEAR POWER STATION On March 7,1988, Kathy Anderson of Senator Kennedy's staff called me to ask the following questions:
(1) How does NRC handle FEMA-identified deficiencies, and what is a "120-day clock?"
(2) What are the ever.t classifications above " Unusual Event?"
(3) What is a " substantial safety hazard?"
Ron Bellamy (RI:DRSS) answered question (1).
I provided brief answers to (2) and (3) and also referred her to NUREG-0654, 10 CFR 50.72 and 10 CFR 21.
I believe it is more efficient to answer these questions directly, if they are simple, than to refer to OCA.
When in doubt, however, I will refer the I
questions rather than answer.
