STATEMENTS OF SENATORS KENNEDY AND KERRY AT STAFF'S PUBLIC MEETING IN. PLYMOUTH - FEB. 18, 1988 At today's public meeting in Plymouth concerning Pilgrim restart issues, members of Senators Kerry's and Kennedy's respective staffs read statements into the meeting record. Sen. Kerry expressed strong disapproval at the Commissioners' refusal to hold a formal hearing on restart and displeasure that today's meeting was intended as a substitute. Sen. Kennedy also expressed displeasure over the refusal to hold a public hearing and listed five items he insists upon prior to restart:

1. No restart until questions concerning links between elevated cancer rates and plant locations are satisfactorily answered;
2. No restart until there are FEMA approved Emergency plans with which the

~P state of Massachusetts agrees;

3. Members of the Commission should visit the plant to see first hand the size of the problem that state and local officials.and experts are trying to describe;
4. . The Commissioners themselves should convene a public meeting in Plymouth to hear for themselves the state and local concerns; and
5. Sen. Kennedy be given the opportunity to appear before the Commission prior to any deliberation they have concerning Pilgrim restart.
