STPEGS Unit 2 began the reporting period in Mode 3 at normal ope.ating temperature and pressure.
On 3/12/89 at 0429 the unit entered Mode 2.
Initial criticality was achieved on 3/12/89 at 2050 and the unit began low-power physics testing.
A full-power operating license was issued to STPEGS Unit 2 by the Nuclear Regulatory Commission on 3/28/89 at 1425. The unit achieved Mode 1 at 1813 on 3/28/89.
The report period was concluded with low-power physics testing ongoing.

Circulation Verification Test there was a momentary lift of pressurizer PORV 655A.
Reactor power had been stabilized at approximately 3% as indicated by RCS loop delta-T when all four reactor coolant pumps (RCPs) were tripped for the test. Approximate ~1y two minutes after tripping the RCPa the motive force for pressurizer spray was lost.
With the backup heaters in the manual operation mode still providing heat, the pressurizer pressure started to rise. The PORV automatic controller attempted to compensate by increasing its output signal.
The controller signaled for the spray valves to go to the full open position and the valves went to full open, but without the RCPs there was no flow. With pressure still increasing, the controller eventually reached the FORV setpoint for this condition and the PORV opened.
This actuation had no impact on achieving natural circulation or the subsequent test results. A Test Deficiency Report was initiated to document the FORV lift event and a work request was performed which verified proper functioning of the FORV and the associated control circuits.
