REACTOR COOLANT SYSTEM LEAK , i A nonisolable leak in the Reactor Coolant System (RCS) was identified l last night while post core load hot functional testing was in progress.

The leak is in the one inch delta P instrument line conne'eted to one of g

-- the RCS cold legs. The leak rate was less than one gallon per minute.

The RCS is being cooled down to make repairs, and partial draining of E

the RCS will be required. The cause of the leak has not been determined. j j i, This event has caused at least a two day delay in the licensee's sched- '

i uled date for initial criticality.

Media interest is expected because of close attention to Millstone opera-tions and status. The State of Connecticut has been and is being kept informed. A press release is not planned.

OIE received notification of this occurrence by telephone from Mr. E.
