PKtLIMINAKY NUl1PILAi10N September 5, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PN5-78-42 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented

Facility:
Northeast Nuclear Energy Company Millstone Nuclear Power Station, Units 1 and 2 Waterford, Connecticut (DNs 50-245 & 50-336)
Subject:
SECURITY INCIDENT - UNAUTHORIZED FIREARM CARRIED INTO PROTECTED AREA At 3:40 a.m., September 3,1978, a watchman employed by Interstate Security Services Co. at the Millstone Nuclear Power Station attempted to enter the protected area with an unloaded derringer pistol in his sock.
The portal metal detector properly alarmed and the gun was discovered.
The watchman was told to place the weapon in his vehicle.
No further action was taken.
At 4:30 a.m., the watchman again entered the site through the same metal detector again carrying the derringer in his sock.
The metal detector did not alarm,..hereupon the watchman presented the weapon to the guard on duty to show that the metal detector did not function as required.
Following this second incident he was ordered to leave the site.
The watchman was a summer employee and this was to be his last work day.
Following the incident the licensee tested the metal detector using
" Review Guidelines #3, Perfonnance of Metal Detection Devices" using the test samples prescribed and the metal detector functioned properly.

Media interest is being shown and the incident has received TV coverage.
The State of Connecticut has been informed.
Local law enforcement g

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Operations Shift Supervisor at 2:15 p.m.,
September 3, 1978.
