UNSCHEDULED SHUTDOWN GREATER THAN 48 HOURS The licensee shut down the plant on July 24, 1986 due to a stuck open let-down system relief valve. The valve was inaccessible due to being in the containment which is maintained under vacuum. Containment oxygen concentration was less than 19 percent and personnel access was prohibited for personnel safety reasons.

The plant shutdown was routine until 11:03 p.m., when a reactor trip occurred on low steam generator level. The cause was level swings induced while the operators were shifting from the operating to the startup feedwater regulating valves. Stable hot shutdown conditions were established. The plant is being taken to cold shutdown.

There was no release of radioactivity.

During the outage, the licensee intends to perform various cold shutdown work items in or' der to eliminate a mid-cycle outage previously planned for early next year. Planning for this outage is presently in progress. The outage duration is expected to exceed two weeks.

The State of Connecticut has been informed. Media interest has occurred.
