This is to inform the Commission that a Notice of Violation and Exercise of Enforcement Discretion will be issued May 25,1999 to Northeast Utilities. The action is based on one Severity Level 111 problem consisting of four individual violations involving issues associated with refueling operations and the spent fuel pool. The staff consulted with the Commission on this action in SECY-99-094, and the Commission approved the issuance of the action by SRM dated May 18,1999.
