UNIT 2' FUEL RELOAD AND UNIT 3 RETURN TO POWER OPERATION

~At approximately 6:30 p.m. on December 31, 1998. Millstone Unit-2 began reloading fuel

.into the reactor after an extended shutdown. The reactor had been shut down since February 1996, and the fuel had been stored in the spent fuel pool since December 1996.

As of late morninq on January 4.1999, approximately 117 of 217 fuel assemblies have been reloaded inta the core. The licensee expects to complete fuel reload on January

6. 1999. The resident inspectors verified mode change technical specification compliance and have been monitoring fuel reload activities since December 31, 1998.

Millstone Unit-3 went critical at 1:24 p.m. on December 30, 1998, after a forced outage Ldue to anfinadvertent main steam isolation valve (MSIV) closure during surveillancei, testing at power. The licensee. installed an upgrade modification to the MSIV solenoid valves ~which should address a sticking problem that caused the transient on December
