0FFSITE ARREST OF LICENSEE EMPLOYEE ON DRUG CHARGE A Northeast Utilities employee was arrested offsite on Saturday, April 25 and charged by the Waterford, Connecticut police with possession of cocaine with intent to sell.

No onsite use or sale of cocaine was identified or alleged. The arrested individual was an "A" mechanic in the Millstone Unit 3 Maintenance Department, authorized to work on nuclear equipment. His authorization to enter the site protected and vital areas was terminated about one hour after his arrest. He had previously been authorized to enter Unit 2 and 3 vital areas.

The licensee has not yet been able to contact the individual, who has been released on bail. Site access will be refused at least until af ter physical testing is implemented and evaluated and until other potential aspects are thoroughly reviewed as well. (On April 1, the licensee implemented a Fitness for Duty Program which includes annual drug testing.)

The arrest was reported in a local newspaper (Sunday, April 26, edition of the New London Day) without the individual's employer being identified. The State of Connecticut has been informed.

The resident inspector is following the licensee's response.
